Foon-Ra is and old friend of Tailmon's. In fact, he's the same friend that turned rival to Tailmon.

After hearing about Red's renegade team and heard that Tailmon was thought to be with them Foon-Ra headed out and hidden himself inside Robotropolis waiting for when Red's team would someday attack Robotnik's town so he could confront Tailmon once and for all.
