From a logical standpoint, I think he's right. Opponents might hit her breasts instead of him, especially if they're the same height as her and/or use overhead strikes. Sure, she'd take the damage, but technically, that's what cover does (take damage instead of the target). She's probably not not for it, though.

On another note, you might want to update the rating. There is a bit of exposed nipple...
