Every been to Universal Orlando? I have! And I've had butterbeer from the tap with the foam! And it was DELICIOUS!
So why dont we try a frozen version of that here?

Ingredients:

Cream soda
Butterscotch Syrup/ Ice Cream Topping
Whipped Cream
Ice Cube Trays

Instructions:

Put the cream soda in the ice cube trays and freeze overnight
The next day:
Combine about 1/2 cup butterscotch syrup and the tub of whipped cream together and set aside
Add the frozen cubes of cream soda to the blender, and add some cream soda to it too.
Pulse/Blend until combined
Add a spoonful or two of the whipped cream mixture to the blender and combine
Pour yourself a nice big glass of that frozen butterbeer and top with the whipped cream mixture!
