Absolutely; there's no way an unscrupulous individual would use line work that someone else did and claim the art for themselves, saying that since they (probably poorly) colored it, they are entitled to the drawing and doesn't constitute art theft.
Seriously, dude. The huge "WIP" water mark didn't tip you as to why this was there at all?
Instead of making off-handed, passive-aggressive comments like that, use your brain to analyze a situation. You'll already improve the world more by reducing the amount of stupid in it, just by thinking before talking.
