The bird one? Prays to the skies, ascension, that stuff.
It's a lore thing. The whole city is decorated with this kind of statues, it's a part of a so-called "bird cult" as the original animals are extinct and considered sacred.

The detail in this is amazing! The songbirds drew my eyes first, of course, but then I wound up lingering for so long looking at all the details in the background, then back to the details of the characters' outfits. Fantastic job!
