I'm still very much in save up mode, so I can't really get anything at the moment. But for curiosity's sake, do you have prices for two characters in a picture? Or is it just not a thing you're interested in doing?

They're on my site at the link! Didn't want to cluster the picture with every single price option. I can also do tons of characters (for cellshade) for a much lower price per character c:

For future reference, which style between cell-shade and painting would be better for light effects?

Both are good for lighting effects but they have different strengths regarding content: Cellshade is stronger for much more detailed / many characters, motion and expressions - also urban/technical backgrounds. Paintings are strong to display material/textures, still setups, heavy moods and natural backgrounds.

Gotcha! I’m thinking more along the lines of, say, magical light effects, however. I’ve given my character light manipulation as an ability due to my love of light and color, so that was some miscommunication on my part.

That's work really well on both styles, depending on what the rest of the impression you want to leave - or simply what you prefer more.
