Oh my, this is friggin' amazing! There are SO many things I love about this picture!
First of all - that's an awesome character design. Her eyes look a little like what a blind character's eyes in anime typically look like. Together with the look on her face and that pose it would seem like she sort of checks her surroundings and senses something in the wind.
Then there's the lighting and the way the contrast separates background and foreground. Oh, and the tilted camera!

Well... Now that I think about it, I guess I love pretty much everything about this. In short: a perfect composition!
I'm rambling. I sometimes get carried away, when I great art like this.
