Groudon looks to have borrowed some sort of giant tarp with thick buckles from a wearhouse or something, and Kyogre gotthe neat idea of tying some sails together to make her top.

This being drawn in that gray-scale serious shading style makes me think of it like a Tough Conetest poster too. Daw, lookit that.
