Actually, they did so in a way with the episode "Swapper", but that was a body swap between her and Stitch, not a transformation. She did use Stitch's abilities while she was in his body during the episode, but it's still very unlikely that we'll ever see Lilo becoming an experiment of her own.
Oh, and as much as having her become an experiment is popular among fans, more often than not, most fans do so just to ship her and Stitch together. (sighs) Some people just cannot accept a platonic relationship between two close friends of different genders and species... lol
