Well, since she's a fire pokemon, I'd make her use a weak fire attack to burn the ropes on her mouth and another one to burn the ones on her legs...
Then make lot of noise so a thug come to shut her up and either burn him or kick him unconscious and use whatever weapon he has on him to cut the ropes on her arms and get free!!
