No it isn't, that was never made official by Sega nor Archie, it was the claim of Ken Penders, one of the least qualified people to claim anything related to Sonic canon.

The comics did mention maurice and a first name, so word of god can be invoked as relevant until the reboot.

Ken Penders pulling something out of his ass at a convention and literally no one he worked with agreeing to it isn't Word of God. And no, the line was "Actually, my middle name is Maurice."
