It's funny, but that's mostly the hairstyle. Her face is on-model, and so are her proportions, more-or-less. But take away all the jewelry, and the wings, and the huge regal mane and she looks a lot younger.

As I recall, Celestia and Luna were not born as alicorns. It's something they earned. Flurry Heart is the only one, in official canon, who was born an alicorn ... and that doesn't always seem like a good thing.
