My first thought on the city design: okay, thin and tall buildings are harder to hit by bombs than wider ones. It's much easier to make a thermo-optic camouflage or to redirect a projectile away from a needle than from a cucumber. Also they can withstand higher winds, and you can make them earthquake proof by attaching tiny rocket thrusters on every 10th floor, which would keep it steady upwards in case the ground moves.
Interesting you mention the use of rockets for stabilization, I recall reading from an interview with an architect who designed the Burj Khalifa stating that just about all restrictions on how high we can build things are economic/elevator wait time... at the point though where rockets would be required I imagine would be necessary at the point where the centrifugal force of the Earths spin would put more stress on the structure than any amount of wind.
