This is probably the strangest character I've seen to get the ABDL treatment! O//O

Maybe, but that just makes it more fun! Plus I think it makes sense, in the right context...

Well actually, I do recall the first boss in Super Mario Galaxy 2, Petey Piranha to be somewhat similar, since he was a giant fatty plant that wore an egg shell that resembled a diaper, and he was always pretty cute, so maybe it's not so weird

Oh no, it's definitely weird. But that's what makes it fun! Plus, you know, tragic backstory that leads to reliving cuddles is always nice.

Of course, but yeah I like that kind of stuff too, and it's nice to see Flowey so happy... though I would question why this specifically is what makes him happy. XD

Consider the following.

Flowey has no SOUL. He can't love things.

He has no body. Not really, anyway. Flowers aren't complex in their physiology. And he's not a magic monster flower, he's a possessed flower. His 'design' is simplistic.

So, all of a sudden, he gets a SOUL and can love. And he's got a body that can eat food and hug people and cuddle and wear freaking clothes, and he's been in a looping nightmare that drained him of his childhood. Realistically, all his time hopping would numb him to a lot of things, and getting love back wouldn't change that. He wouldn't care what anyone thinks as long as he's happy, and the people who love him most wouldn't care how he's dressed as long as he's happy.

Put simply; he loves it, and he don't give no cares what you think.

There will be a lot of crinkle, several hundred pounds of vegetable weighing on you, mushing, and a lot of giggling, laughing, and calling you a doof for loving his butt as much as you do. He will, of course, completely love all of this.
