He usually comes to players' town (but in CF he has his own shop) and judges their fashion taste. I assumed he was female, like Birdo when I played SMB2 for first time and was shocked to find out they're males. xD

most fo the nastier, naughtier, stronger stories and words i know are out of videogames . Sure it took me some time to understand them at first. probably it's the fun side of innocence, you start discovering piece to piece until you go "OHH YEA!!!! so THAT'S what he meant!"
