Lucky was ready to get aced out of the marriage. He'd already decided he didn't really want to be married to Anastasia; reference his earlier comment about her not being happy about it, and he wasn't happy about that. So his reaction isn't a surprise.
Two to one Gawain put Plimsoll up to it.
But things aren't settled yet. Obviously, Lucky's wyrmpelf won't come to anyone's rescue. But the run on the banks needs to be dealt with, and that's the payoff of the plan: WW5 obviously has in mind terms for settling the accounts that include getting the bankers' boot off of Licksburg's neck, once and for all.

It's obvious Gawain has decided to back WW5's play, to the hilt. Doesn't explain the Auld Sweats being there in the first place, but he's obviously made good use of them. Why Gawain has chosen that action, though, given his deep antipathy to WW5...the explanation will be interesting. Must be a matter of Statecraft.
And something tells me the booboo in the contract, while it would have been fatal in any case, will prove especially disastrous under the changed circumstances.
