If Elisa was ever meant to be a normal girl, apparently she never got the memo. It started right from day one, as not only did she inherit some of her Rapidash father's looks but also his shiny nature. The effect is much more pronounced with her though, as her entire body has a slight but noticable bluish tint. Exactly why it is so pronounced isn't quite clear, but she suspects it may have to do with two of her grandparents being Glaceons. (Elisa's family tree is really confusing.)
As she grew up her parents, both rather prominent in the field of alternative medicine, tried to convice her to follow in their hoofsteps and learn the trade as well. She wouldn't have any of that though, and would spend as much time as she could hanging around a local Psychic-type gym to practice her abilities. By age 9 she had learned how to override the brain in her tail and take control of it directly, seeing through its eyes and turning it into a living rear-view camera. A year later she was capable of using it for basic object manipulation. She still hasn't been able to completely suppress its instinctual urge to snap at anything that gets too close though, which has earned it the nickname "Chain Chomp".
Elisa convinced her parents to send her to the PCA by hyping up the school's extensive sports medicine courses. They agreed, thinking that eventually she would get tired of this silly battle phase she was in and want to attend a proper medical school. They couldn't have been more wrong... although she does well in her med classes and is a regular fixture in the school infirmary, the whole medical thing is really just a front to keep them happy while she gets herself set up for the pro battling circuits. Now a senior, she's learned just about every Psychic move her species possibly can learn, and while her physical battling skills are somewhat lacking she more than makes up for it with the ability to scramble an opponent's mind seven ways from Sunday.
Now, if only she could get Chain Chomp to quit trying to snap at all those cute girls she's had her eye on lately...

<Elisa> *looks down and smiles broadly... there's plenty of her to hug, being 6' 3" and heavyset* Say, you're a friendly one! Not to mention cute, t- *she suddenly reaches down and WHAPS Chain Chomp, who was about to take a bite out of Ella's tail* Sorry. It tends to do that... it doesn't really know any better.

When it rains it pours, huh? Well, he's gotta turn the corner sooner or later.
And that's pretty much the only expression her tail ever has (on its own it could be outwitted by a kitchen timer). Knowing her, she's probably using it to check out someone else's rear end while she smiles for the camera. Psychic multitasking is awesome!
