I did a page of 2-inch sketches, and this was one of the better ones. Samantha's raised by her grandmother, who's all stuffy and traditional, and doesn't realise that these days, clothes aren't required, they're just decoration! Unless you're at work. Or in court, or school sometimes.

Basically, in her world, till you're about twenty, clothes are purely optional and decoritve, outside of special social situations. Even then, while going without clothes may raise a few eyebrows, there's no rules or laws against it.

Samantha loves her cute clothes! But sometimes, it's way more fun to strip down and run around naked under the sun. :)
