I do that sometimes.
It may seem indulgent to put a lot of effort into designing background characters and props when I need to complete so much art for the actual content of the book... But it really does pay off in the final look and feel of the page art. Plus, some props and locations are likely to be recurring, and I wouldn't want to revisit something lackluster a zillion times later in the story, if it could be something with just a little pizazz.
