Okay, so basically I need help deciding as to whether or not this head base should be an otter or not. At first it was going to be, but now I feel as if the muzzle is too short >n< So do you guys still think it'd be a good otter head or nah?

Extend it out. The shape up front looks fine (though I'm no expert on otters), so maybe if you just tore the muzzle off, you could glue some extra foam on the back and then glue the extended muzzle back on - if you see fit to do so.
There are plenty of options, I'm sure. Give yourself some time to think it over, and you'll likely find a good solution.
