Sooner or later the Rat Ogre has to come out on top!
Normally Rat Ogres are the easiest bosses but well, this is what happens when you play Veteran with a group of randoms and a Level 2 Kerillian who keeps running ahead of the team and getting downed so that she has to constantly waste the healing...

Slay-flay puny man-things!
I find it depends on where they spawn! If you have a Stormfiend out in the open where you can kite them and hit them from behind, then they're really easy. But if it's a narrow area, they can take a while to bring down.
That said, even then, they're not really difficult so much as just tedious and time-consuming most of the time. Which actually can be a huge problem because that gives more time for hordes and special enemies to spawn.
