Seems Dr M knows better how to manipulate people who AREN'T selfish bastards than Eggman does. (Eggman is a pro at manipulating people who ARE selfish bastards because he knows how they think!).
It seems Dr. M knows that a thinking reasoning feeling mind makes for a more effective fight in the world they're living in rather than a mindless machine. I always felt it sucked that the Robotized Masters had no personalities.

And yet there are so many fan fiction writers who think they've accomplished a 'great feat' by doing exactly that, it isn't, it's TRAGIC, but it's NOT challenging, anyone can writer suffering, which is sadly due to the experience we all have with it in real life. (Be it the suffering of struggle, or the suffering of emptiness from lack of struggle.)
Though I am bloody confused why Sally doesn't remember what happened after being robotized, it doesn't make sense.
I like the idea that the red light embodies her anger, not her being Robotnik's slave.
While Sally is now heart broken, and enraged, would she have a reason to SERVE an evil dictator?

Maybe so ... But no sooner if metal Sally go's to original sally then some of there DNA well be link and they well realize they are sisters that blue emerald did and they might be in different version of themself but knuckles's tribe might know the story how some of those emeralds once create life onces and sometimes relocate them in different world or even in different dimension for onces or twice... But some say it was a story but this looks likes nearly real and sly and sonic and the others have no idea they are about to be in one...
Ooooh, riiiiiight. He has to know some psychology. How else was he able to take control of all his creations? Plus, it would help him identify patterns in the mutants he created, to predict if they would be loyal or not.
He might prove to be more dangerous than Robotnik himself. Mental trauma is always worse than physical. Why kill your enemies...
