It's a hallux. On people it'd be the big toe. For birds it's the one that usually is positioned pointing back. For reptiles it usually performs a grasping function too.
It's also one of the first digits to shrink away to dewclaws or disappears altogether.
Dragons usually have one due to similarity to reptiles. And because it looks cool as an opposable digit to grab things with.
