Since I'm not sure when I'll be able to address it, you're pretty close. Dean Powalski's concerns are rooted firmly in the political. However, that doesn't mean that it's not against the school's policy, as garbage as that is :\

does that mean the students are accepting such a risk when living in the dorms? I think anyone else would pay for something safer than that.

The dorms are supposed to be phase-proof, so it's barely a risk that students have to concern themselves with (this is a very, very infrequent exception). From the Dean's point of view, going into this without any other context means that a student could have been crank-calling the Nutbusters which is a valuable waste of time and resources. It costs the school money and - as Hex said in the last page - forces the Dean to drop everything.

That said, the punishment Hex will face is significantly lesser because it was for a legitimate reason, Dean Powalski's not a monster.

Welp, guess the Dean's got some contractors to yell at and a potential lawsuit to prepare ("YOU CALL THIS PHASE-PROOF?!?!?")
