Nemui possessed skill with cryokinesis beyond a normal level for Celestials; her existence as an Arctic Star likely aided with this prowess. Such power was required for her duties. There was no room for mistakes, any could have a grave effect on the psyche of Dreamers, rendering them mentally incapacitated.
Nemui was heavily reliant on her cryokinesis, being her most used ability. She was able to simply materialize large, sharp shards of ice with a wave of her hand, and even larger ones with both. The ice shards reflected her visage as she gazed into the frozen aqua, before desummoning the shard, watching it melt rapidly and splash into water which dripped down her arms.
