Rightclick the movie while editing it in flash and select "properties", it should say the dimensions of the movie and roughly 12fps. You're gonna want 30-50 depending how fast this squirrel is booking it.

You've definitely got the idea, especially if you did this as drawings next to each other. Using a light table or digitial layering makes it a gazillion times easier. It looks good now, so I can only imagine how good your animations will look if you really go about "the process".
Also, 24 fps should be good if you like that speed. Its sort of animation standard.
