I was asked to make a character sit and have tea while the wind drops roses from the garden.

I can give you a summary of the advantages and disadvantages of both programs
and let's see, with photoshop it can give you good results, but the timeline is annoying to handle at first.
You have to turn layers on and off for each frame, you can't use keyboard shortcuts to move the timeline.
but you can use modes like, multiply, saturation, focal light, etc.
Aseprite is much cheaper (it costs $ 15 dollars in steam, you can download its free version, or wait for steam offers)
In Aseprite you have more control of the timeline, I can put TAG to mark a number of frames (I use it a lot to see if an animation works and not have to wait for the entire timeline to end).
You can assemble your own color palette.

and if you bring one file to another, and it has a different color palette, ... the aseprite tries to readjust the colors.
