No, the vast majority of furries in art wear some clothes. Pretty much the only picture of furries not wearing clothes are porn pictures and feral furries.
Fursuits, on the other hand, are mostly "naked", aside from partials. Its rather rare that someone wears a full fursuits and clothes, though some do.
