Yeah but I thought to neutralize HCl you need like twice the amount of NaOH

Nope. You should mix the HCl with H2O initally to create a solution. The H2O acts a spectator that allows for the NaOH to create/break bonds. The molarity comes into affect and that can make a difference as well, but thats the inital (and most basic) idea
