Commentary:
At last, the samurais meet the police. I would have had Rion and Rikku draw their swords for their epic pose. But they're actually aware of a rule in this town that only allows policeman to wield swords. They'll bring that up on the next page.
The kanji behind them is 正義 (masayoshi) and it means "justice" or "righteousness". They probably have an entirely different set of kanji, but I decided to go with that.
Also now you know that Mako can't speak their language, although that information isn't super important.
