However this is a dock area and he's wearing dress blues. Really he should have it on since he can be seen by the general public.
If anyone cares, the back story here is that Victor is a reservist and is just about to go aboard for a little bit of duty. He's in dress blues because he's been travelling via airplane to the ship's current port of call (which is not its home port). He does have an officer's cap that he wears for ceremonies and such, but because of his giant ears they let him bend the rules a little and leave it off most of the time. (it doesn't have holes punched in it, so he just folds his ears down and squishes them.) This is considered a medical "no cover" chit and is a regular order of business for a lot of furry military members in all services, rates, and ranks.
Most of his work is done in embassies and the like, in civilian clothes. Seeing him in uniform at all is a rarity anyway.
Anyway, enough imaginary sea stories for now-- just enjoy the pretty art. :3
