Now, you'll have to get Zach's side of the story for more information, but as far as Barkely is concerned, this is when he realized Zach was a complete scumbag.
They didn't know it at the time, but a series of mysterious assaults, muggings, burglaries, grand theft autos, and other crimes were happening around Alverton, each set up to look like gang on gang activity so that law enforcement turned a blind eye. Taking out every single one of the crime rackets in Alverton and framing rival gangs for the acts led to an all out gang war with citizens and police caught in the middle.
it was the lowest point in Alverton's Law Enforcement history, many officers were injured or killed in the conflicts over the 6 month period, but it was due to this fact that many of the corrupted officials were outed and prosecuted accordingly when federal help came to help resolve the issues.
As for Barkely, being a Ferantrhope in law enforcement (especially one as ironic as a German Shepard), originally officers had a deep mistrust of him due to his abilities and he was subsequently confined to desk duty by the chief after an incident where he used 'The Kennel' to prevent a violent disaster (back when using it was still a huge grey area and liability in court). After the deaths of several officers and the removal of almost an entire department for being corrupt, Barkley was allowed back out into the field where he discovered that it was actually Zach who orchestrated the entire thing, including the expunging of corruption in Alverton's law enforcement.
And while all this was happening, Zach created his own crime empire by 'confiscating' product and valuables and selling them to other crime rigs out of state and even overseas. (Told you, he's REALLY good at smuggling). Still dealing with the fallout of an all out gang war, the police had a very difficult time trying nail ZC down for a crime since he was very good at covering his tracks and getting rid of evidence. (Never had to worry about any witnesses thanks to the FPA- Feranthrope Protection Act- which made it not viable for someone to go the stand and say a giant fox burnt my house down so we can have insurance money).

ZC didn't have much of the control of himself. Especially the opioids he had to take to ease off the pain from mutation, but worsened. Barkley on the other hand wasn't the big guy to trust until everyone gotten intimidated and he is the face of Alverton Law Enforcement. German Shepherds are assholes, but I love them.
