a way long time ago when me and my siblings were kids we used to have actual action figures of these characters including the turtles them selves

I don't recall ever doing ticklish scenes with my toys, but that is pretty neat.

Don't forget all the potential characters in the TMNT IDW comics that could use a good tickling XD (Old Cat Tom, Alopex, Angel, Koya, Bludgeon, Sally Pride, Dreaddmon, etc.)

BTW, one of their comics did have tickle torture in it (Alopex and Angel - trying to find meaning in their lives after their personal ordeals leave them emotionally and spiritually drained - are trapped within a Giant Frog which is actually dimensional haven of Baron Toad who tricks people and mutants into remaining via indulging in their pleasures. Angel and Alopex manage to snap out of their trance and question some of the other guests on how to escape. One who they question is willingly tied up, hanging upside down, and being tickled on his feet; Angel is trying not to pay attention but Alopex looks surprised and intrigued by it. XD Perhaps you could 'borrow' that Toad Room and have those characters tricked into being willing tickle slaves XD)

In the cartoon, the gangster Turtelli did plenty of tickle torture, both of Burne Thomson and Vernon and Vernon Fenwick and also of Zach and Caitlin.
