They are empaths that are more primal than their human minds, and occasionally have one that is totally feral.
So when they are near those stuck on the hunt they all fall into a feedback loop.
Cities are probably just about the worst place for these creatures. Even without a need for hunting that seems like the kind of place that would overwhelm them with the more negative emotions.
I can also see them either not working well in groups of their own kind, or working too well as they all end up drug into the desires and actions of a few powerful individuals.
Still, I'm not sure if this document is meant to be perfectly accurate, just a very good source, or what is known but not necessarily true. I'm sure that on the surface at least this is accurate to how they are seen to act.

So im a guess that rohan is going to er more towards being, eventually, a tansu then and since his enyo was more...protective i wana say to begin with as a rule he will be less inclined to harming creatures that do not provoke him.
