This one turned out beautifully! I'm loving the blue shades, and the dim color with one highlight of the thunder strike.

I'm little bit curious, which layer/blend mode do you use to finish off the piece and make it look softer?
I normally use just blur + lower opacity on Photoshop (if I want to make piece that looks more like a screenshot from a movie/anime). However, I have no idea if CSP offers new kind of opportunity (I like how soft the filter looks in this one, and in your previous works).

I really like the effects in Clip Studio so I would definitely recommend downloading the trial and giving it a go - you can't save files from the free trial but you can still play with the effects.
I use a mix of:
Gaussian blur (doing the same thing you describe with Photoshop)
Radiation blur (Often with action pictures, it blurs everything in a circle around an unblurred point)
Adding normal layer type of the background colour on certain parts, over the character, to push them more into the background (like with the fog here)
Screen layer type. Adding a little bit of lighting with Screen.
Tone Curve - I adjust the tones/saturation/brightness stuff with playing around with the tone curve tool.
I like to merge all my layers towards the end with most pictures, and adjust the tone with the character merged to the background. Just to ensure the character's colouring will fit with the scene and adjust the lighting of the whole picture. I find it difficult to work with many layers so I save backups and merge layers often with my art.
I can send you a .psd file (of a personal piece, not commission) if you want to look over and see kinda what I do?
