Yes and no. Yes, because I personally don't think it's user-friendly for new users (though, I don't think other 3D programs like Maya are that user-friendly either). No, because you can learn the tools with proper guidance. What's hard (in my opinion) is learning correct topology and properly rigging characters, though that's more with 3D skill level rather than what program you use.
