Puro's kind, according to the game's lore, were one of the many attempts to find some way of making humans resistant to the virus. By transforming the subject into living latex, they would be biologically incompatible with the virus.
Unfortunately, it didn't work out. While the Latex are immune to the virus, most of them (the enemies you see in the game) are united in a hivemind, all trace of human identity lost in the flood of sensation. Worse, their condition is contagious, resulting in an even faster dwindling of the human population. And, since they were originally developed for humans, they are actually parasites -- they need to absorb a host, otherwise they have only a short life.
That's right -- all those monsters trying to absorb you are doing so because they don't want to die young.
Puro, as he himself points out, is different. He isn't actually part of the hivemind, making him an individual. In his spare time (and he has a lot of it, given that Latex don't really need to eat or eliminate), he's been reading the abandoned human books, making him something of a fanboy. (Including fanart, though he gets VERY embarrassed if you look at it.)
(Depending on your choices, Puro can develop the ability to live without a host, as he's an individual.)
