Yep, it's good ol' Yongarry. One of the many kaiju who came about after the worldwide commercial success of Godzilla. This is, of course, the version from the recent (or relatively recent) "Reptillian" movie.
This picture was originally intended to be a part of a big crossover picture, pitting Yongarry against Gamera, both in their modern incarnations.
Supposedly one of Rogue's favorite kaiju. :D

hmmm, i wanna see someone make a flash or movie of Yungarry [it sounded like they said Yungani in the movie. XD] eitehr dukin it out or having crazy sex. XD i remember in that movie soemone did say this guy makes godzilla look like a pussy. and last i ehard the origional godzilla is supposed to be female. XD ooh, or maybe a 3 way between Yungarry, the origional female godzilla, and the male American counterpart to godzilla G.I.N.O.. now that'd be a pic to remember. XD
