If you read the F chord from top to bottom in the tab (so 1 - 1 - 2 - 3 - 0 - 0), the two zeros (or open strings) would be incorrect. You can either just right it as 1 - 1 - 2 - 3 and put nothing on the two lower strings and that would be correct, or you can add the two lower notes, which would make it 1 - 1 - 2 - 3 - 3 - 1.
