The cost seems alright, although I don't think Vigilance would fit with mono-blue. What's up with the Basic supertype… did you mean Legendary? On the subject of types, Penguin isn't a standard type (I'd have gone with Bird) and there's no class (I'd suggest Wizard).
Overall with some tweaks this is how I'd redesign it:
