Look at how the stats are spread. It's meant to be a bulky special sweeper. It's got mediocre speed at best, and its physical defense is abysmal, which combines with its typing for some really bad news: One decent hit from a physical Ground or Fighting attack that outspeeds it and it's over. If you look at the spread of the stats, and the typing, and compare it to Pokemon that are actually competitively viable in OU, this would likely be sort of a middle-of-the-road amount of strength in that tier, as it is intended to be (if even that!)
Tentacool's base stat total is 335 and Tentacruel's is 515. Tentacruel is still not anywhere near overpowered. There's good reason for that.
