The first (and so far only) time Reylai and Raxfel met was something of a hectic situation. At the time, it wasn't immediately clear who he was, but many of his behaviors were reminiscent of her deceased mentor (and arguably only proper friend). Took some digging, but eventually she found out the vicious thing she'd fought was the child of her mentor and her 'aunt', the plague mother Jezelda.

As of now, I actually don't know what that quote refers to. I received it in game about four months ago when asking a character about who Raxfel was. I could take a number of guesses but I've no idea for sure.
