Well, back in the early 90s, when Ken Sample and Eric Schwartz and other artists were creating these characters, someone started the meme of taking the female names from the "Bewitched" TV show. I'm guessing that Ken grabbed "Samantha" first (it's inspired by the first 3 letters of his last name), and then Eric decided to run with the Bewitched trend - but we'd have to ask them to get the full story.
