I had a dream about a character that looked similar to this one last night... She was a Red Fox, with Blonde Hair, and the dress was blue. Same style of hair too. Not quite a background, but it was colored too. She also looked..., well, more like a Genie how she looked in the Dream, at least. :/ It gave me hope for this art being colored one day. :3

It even looked like it was almost drawn by the same person, but with higher drawing quality. =3 Really impressive, too!
