Who was apparently a Tex Avery creation! (In that wiki, he's even shown in Bugs' famous "What's up, Doc?" pose from "A Wild Hare" from the same year (1940)). And as Tilt undoubtedly knows, the whole WFRR film itself was a roundabout tribute to Tex. So I think that gives additional credence to your ID that it's George the Fox!
No need to guess,"Of Foxes and Hounds" was directed by Tex Avery.
