It is the legendary form of the Cubone/Marowak line.
Most people do not know the true background of a Cubone. Cubones in fact are a breed of Charmanders that were born without or lost their tail flame. Their skulls are Charizard skulls found in "Marowak graveyards". When born, the Cubone is given the skull helm apon birth by another member of their group, as they keep a stock of them. If a Charmander lost their tail fire, they become darker skinned and become weaker. They must go on a mission to a "Marowak graveyard" to recieve one themselves. Why would a Charizard skull be at a "Marowak Graveyard"? Most old and weak wild Charizards know of their distant cousins and have certain areas that they stay for their final hours. Overtime these Charizards decompose and become bones for use for the Cubones.
One of these graveyards is deep within Mt. Moon. A hidden chamber where Charizards of the local area go to pass on. In this one occassion a burnt out Charmander was salvaging around this graveyard to find it's own skull helm and bone weapon. A minor earthquake shook and broke off part of the cave roof. A large wad of Moonstone imbedded rock fell and crushed the Helmless Cubone to death right when it found the skeletal remains a Charizard. The magical propeties of the Moonstone fused the Cubone and the Charizard skeleton together, creating the undead Pokemon by the name of Ossodrake.
The Ossodrake's job is to guide the souls of the no longer living Charizards onto the afterlife. It can only be seen in these graveyards across the world.
