This is a scene done by 
depicting Drakken giving a runic blue gem he had acquired to the female Outring sergal Kirimoana.
Kirimoana was physically abused by her partner in Gold Ring. After killing him, Out Ring nevreans helped her escape and took her into their ranks.
Prior to this scene Drakken was set to be robbed by Out Ring bandits, but Kirimoana enjoyed Drakken's personality and convinces her mates to allow him safe passage; Drakken gives her this blue gem as a token of his appreciation.
