Neat. I haven't thought about snow and traffic lights before.
Something I've seen very recently in my own area (not Japan) that's helped a lot with traffic light visibility is to place a reflective yellow border around the entire black traffic light. The night-time image here shows it really well:

I think this is outstanding, I like the angled versions and with LED lighting and with the minimal electrical draw they have, a battery back could be installed to prevent traffic issues during power outages. And could they could be powered by at least in part by solar power.
