I'll let you into a secret...I utterly sucked at drawing a while ago (some may say I still do suck hahahah) but really what you need is an idea and heart. It doesnt really matter what your art skills are like because those can be improved on but if you want to draw just try your best and then work from there. My original art was pretty funny, humans with no hands feet or noses because i couldnt draw any of those things but with practice you get better. Honest.

Even I sucked as an artist at a very early age (I can tell by looking through my old elementary-grade works and bleh XP), BUT as I grew older and adapted some styles, self-taught naturally, I got better in quality all up to the quality of my art today.
All I needed was motivation, heart, and a vision! Pretty much basically what you said! :P
