In fact everyone who gets into the proximity of the hat will change. But some people have a higher resistance, they might have to get really close to it, or the effects kick in a couple of seconds later. Aslong as it fires, everybody in the same room as the hat is doomed. However it won't fire forever.
Just as a side note, though, it was a bit hard to read because you didn't follow the proper left to right order of reading. :|
The bubble we're first supposed to read should always be on the left of the next one. For example here the beginning actually read like "What. The. Mom ! Dad they were there I heard them" , which break the reading.
